COLUMBUS, Ohio %u2014 Ohio will be the staging ground for a new abortion limit that would prohibit women from ending pregnancies at the first detectable fetal heartbeat, which can occur as early as 18 days after conception.
Republican Rep. Lynn Wachtmann is preparing to unveil the "Heartbeat Bill" on Wednesday, the first proposal of its kind in the nation, 10TV's Chuck Strickler reported.
The bill was created by Janet Folger Porter, a native Ohioan and president of the conservative interest group Faith2Action. She helped craft the America's first partial-birth abortion ban while a legislative director at Ohio Right to Life.
NARAL Pro-Choice Ohio and other abortion rights groups plan to oppose the bill.
